Through continuous enhancement of services, refinement of adjudication processes, and expansion of practical scenarios, the judicial system empowers enterprises to navigate challenges and achieve enduring success.
I. Innovative Digital Solutions for an Enhanced User Experience.
The New Area has revolutionized litigation management through digital innovation. The independently developed WeChat mini-program (“e-Link”) serves as a comprehensive platform, integrating essential functions such as online scheduling, case communication, and document issuance. With a user base exceeding 4,000, this initiative has dramatically streamlined legal proceedings. Complementing this digital transformation, the 24/7 “Micro Court” system facilitates remote legal proceedings. The “e-Law Pavilions” have been strategically deployed in high-demand zones, including the Tianfu Central Legal Service Zone and Lepton Center. These facilities offer standardized remote trial environments and a spectrum of litigation services, enabling over 200 instances of cross-regional virtual court participation. This initiative has earned recognition as an exemplary practice in Sichuan Province’s tenth round of business environment optimization initiatives.
II. Streamlined Multi-Tiered Dispute Resolution Framework for Comprehensive Rights Protection.
The New Area has instituted a sophisticated dispute resolution ecosystem, anchored by the Commercial Dispute Mediation Center and the One-Stop Foreign-related Commercial Dispute Resolution Center. The implementation of “dual-track” mediation protocols, combining public welfare-oriented and market-based mediation approaches, has yielded significant results. A network of 22 specialized mediation organizations and over 160 qualified mediators has successfully resolved 3,270 pre-litigation disputes since 2023, addressing conflicts valued at over 840 million yuan. In pursuit of judicial excellence, dedicated teams have been established for foreign-related commercial and bankruptcy cases. A tailored case allocation system efficiently manages prevalent enterprise-related disputes, encompassing corporate law, securities, and contractual matters. The introduction of model litigation procedures and accelerated trial mechanisms has expedited the resolution of 3,563 business-related disputes, achieving an average trial duration of 58.59 days. The New Area has also pioneered the “Notary + Civil Enforcement” model. This innovative approach integrates notarial expertise into enforcement and reconciliation processes that balance conciliatory measures with deterrent mechanisms, facilitating the enforcement of judgments totaling over 802 million yuan for enterprises.
III. Proactive Legal Services Ecosystem for Supporting Business Operations.
The New Area has crafted a bespoke “legal service package” to foster enterprise development. This toolkit encompasses four specialized litigation guides covering mediation, lawsuit initiation, compulsory enforcement applications, and asset preservation measures. It also features the 110 Legal Risk Prevention Tips for Enterprises, as well as the Labor Dispute Risk Mitigation Tips and Construction Project Legal Risk Management Tips, equipping businesses with essential legal safeguards. Furthermore, judiciary support teams, led by court presidents and vice presidents, have been established for five major functional zones: Headquarters Business, Tianfu Science and Technology Innovation, Tianfu Cultural Innovation, Rural Revitalization, and Emerging Industries. These teams have established a mechanism for dynamically collecting information on key enterprises’ situations. They have been conducting the “Judicial New Year’s Visits” activity for five consecutive years, engaging with 118 key organizations, gathering insights on judicial needs, and implementing 90 tailored measures. This approach embodies the principle of “where enterprises call, we answer,” which has been recognized as an exemplary practice in Sichuan Province’s fourteenth round of business environment optimization initiatives.
